Contested Policy: The Rise and Fall of Federal Bilingual Education in the United States, 1960-2001 (Al Filo: Mexican American Studies Series) ReviewHistory professor Guadalupe San Miguel Jr. presents Contested Policy: The Rise And Fall Of Federal Bilingual Education In The United States 1960-2001, a straightforward evaluation of federal bilingual education policy from 1960 to 2001, especially focusing upon the years after 1978 when bilingual policy became the subject of heated debate. Examining the opposing points of view, particularly in a pro-assimilations versus anti-assimilation camps, Contested Policy traces the history of bilingual education legislation, up to the modern day with the passage of English-only legislative rules. An extensively annotated bibliography rounds out this excellent and evenhanded historical reference.Contested Policy: The Rise and Fall of Federal Bilingual Education in the United States, 1960-2001 (Al Filo: Mexican American Studies Series) OverviewBilingual education is one of the most contentious and misunderstood educational programs in the country. It raises significant questions about this country's national identity, the nature of federalism, power, ethnicity, and pedagogy. In Contested Policy, Guadalupe San Miguel, Jr., studies the origins, evolution, and consequences of federal bilingual education policy from 1960 to 2001, with particular attention to the activist years after 1978, when bilingual policy was heatedly contested. Traditionally, those in favor of bilingual education are language specialists, Mexican American activists, newly enfranchised civil rights advocates, language minorities, intellectuals, teachers, and students. They are ideologically opposed to the assimilationist philosophy in the schools, to the structural exclusion and institutional discrimination of minority groups, and to limited school reform. On the other hand, the opponents of bilingual education, comprised at different points in time of conservative journalists, politicians, federal bureaucrats, Anglo parent groups, school officials, administrators, and special-interest groups (such as U.S. English), favor assimilationism, the structural exclusion and discrimination of ethnic minorities, and limited school reform. In the 1990s a resurgence of opposition to bilingual education succeeded in repealing bilingual legislation with an English-only piece of legislation. San Miguel deftly provides a history of these clashing groups and how they impacted bilingual educational policy over the years. Rounding out this history is an extensive, annotated bibliography on federal bilingual policy that can be used to enhance further study.

Language Planning and Social Change ReviewLanguage Planning and Social Change delivers a powerful message. Its varied examples have impact. Its definition of language planning distills our understanding of the subject, leading us in a direction that may one day produce a viable theory. Cooper's willingness to step outside of the world of linguistics gives us a fresh view, reminding us that language does not exist in a vacuum, that it functions as part of a social system. Dividing that social system into elites, counterelites, and the masses may appear too simplistic to some, but simplicity seems to hold the key to understanding Cooper's vision. In terms of language planning, Cooper may be barking up the wrong tree, but at least he's barking up some tree! If more people keep barking, maybe one day we'll have a workable theory of language planning and social change!Language Planning and Social Change OverviewThis book describes the ways in which politicians, church officials, generals, and other leaders try to influence our use of language.Using many examples, Professor Cooper argues that language planning is never attempted for its own sake, but rather for the attainment of nonlinguistic ends. Examples discussed include the revival of Hebrew as a spoken language, feminist campaigns to eliminate sexist bias in language, adult literacy campaigns, the plain language movement, efforts to distinguish American from British spelling, the American bilingual education movement, the creation of writing systems for unwritten languages, and campaigns to rid languages of foreign terms. This is the first book to define the field of language planning and relate it to other aspects of social planning and to social change.

Bilingualism (Language in Society) ReviewRomaine provides an excellent introduction to the field of bilingualism. Of the texts I have read on the topic, this is perhaps the one that finds the best balance between readability and comprehensiveness. She covers the main subfields of bilingualism, and discusses numerous studies in the field. If you're just getting into the field, this will serve as a great guide, and you'll be able to find some great resources which you'll then be able to pursue independently. I strongly recommend this as the first book to read on bilingualism. After you read this, then you can move on to more advanced texts.Bilingualism (Language in Society) OverviewSince it was first published in 1989, Suzanne Romaine's book has been recognized as the most authoritative introduction to the sociolinguistics of bilingualism. The new edition has been completely revised to incorporate recent work in this fast developing field.Throughout the book, bilingualism is seen as both a societal and cognitive phenomenon. Professor Romaine explores various aspects of bilingual behavior, such as code switching and language mixing, in terms of neurolinguistic organization in the individual speaker. The author also assesses the positive and negative claims made for the effects of bilingualism on children's cognitive, social and academic development, and examines the assumptions behind various language policies and programs for bilingual children. In all this, Professor Romaine draws on her own research with Punjabi /Engllish bilinguals in Britain, and Tok Pisin/ English bilingual children in Papua New Guinea.

Educating Emergent Bilinguals: Policies, Programs, and Practices for English Language Learners (Language & Literacy Series) (Language and Literacy Series) ReviewThis book has valuable information - it's just finding it. Underneath all of the advocacy for bilingual education there is good information about teaching language learners. I just wish that it wouldn't get so repetitious about bilingual education programs.Educating Emergent Bilinguals: Policies, Programs, and Practices for English Language Learners (Language & Literacy Series) (Language and Literacy Series) OverviewThis comprehensive and insightful book shows how present educational policies and practices to educate language minority students in the United States ignore an essential characteristic--their emergent bilingualism. Expanding on a popular report supported by the Campaign for Educational Equity (Teachers College), this accessible guide compiles the most up-to-date research findings to demonstrate how ignoring children's bilingualism perpetuates inequities in their schooling. What makes this book truly useful is that it offers a thorough description of alternative practices that would transform our schools and students' futures, such as building on students' home languages and literacy practices in schools, curricular and pedagogical innovations, new approaches to parent and community engagement, and adoptive assessment tools.
