It raises significant questions about this country's national identity, the nature of federalism, power, ethnicity, and pedagogy. In Contested Policy, Guadalupe San Miguel, Jr., studies the origins, evolution, and consequences of federal bilingual education policy from 1960 to 2001, with particular attention to the activist years after 1978, when bilingual policy was heatedly contested. Traditionally, those in favor of bilingual education are language specialists, Mexican American activists, newly enfranchised civil rights advocates, language minorities, intellectuals, teachers, and students. They are ideologically opposed to the assimilationist philosophy in the schools, to the structural exclusion and institutional discrimination of minority groups, and to limited school reform. On the other hand, the opponents of bilingual education, comprised at different points in time of conservative journalists, politicians, federal bureaucrats, Anglo parent groups, school officials, administrators, and special-interest groups (such as U.S. English), favor assimilationism, the structural exclusion and discrimination of ethnic minorities, and limited school reform. In the 1990s a resurgence of opposition to bilingual education succeeded in repealing bilingual legislation with an English-only piece of legislation. San Miguel deftly provides a history of these clashing groups and how they impacted bilingual educational policy over the years. Rounding out this history is an extensive, annotated bibliography on federal bilingual policy that can be used to enhance further study.

Of the texts I have read on the topic, this is perhaps the one that finds the best balance between readability and comprehensiveness. She covers the main subfields of bilingualism, and discusses numerous studies in the field. If you're just getting into the field, this will serve as a great guide, and you'll be able to find some great resources which you'll then be able to pursue independently. I strongly recommend this as the first book to read on bilingualism. After you read this, then you can move on to more advanced texts.Bilingualism (Language in Society) OverviewSince it was first published in 1989, Suzanne Romaine's book has been recognized as the most authoritative introduction to the sociolinguistics of bilingualism. The new edition has been completely revised to incorporate recent work in this fast developing field.Throughout the book, bilingualism is seen as both a societal and cognitive phenomenon. Professor Romaine explores various aspects of bilingual behavior, such as code switching and language mixing, in terms of neurolinguistic organization in the individual speaker. The author also assesses the positive and negative claims made for the effects of bilingualism on children's cognitive, social and academic development, and examines the assumptions behind various language policies and programs for bilingual children. In all this, Professor Romaine draws on her own research with Punjabi /Engllish bilinguals in Britain, and Tok Pisin/ English bilingual children in Papua New Guinea.

If you're a parent that understands the importance of second language acquisition, and really WANT to teach your child Spanish, but, but, but... This is the place to start! The author has written in a manner that flows and is easy to understand (none of that educator jargon) and truly gives practical, fun, and simple ways to experience Spanish with your child.
As you read, you feel like you're sitting at your kitchen table and she's just giving you some great advice!
Starr includes vocabulary lists in different sections, and the five different sections listed in the Table of Contents make it easy to use as a reference as well as a basis for HOW to teach Spanish (even if you don't know Spanish yourself). There is even a resource section that includes how to evaulate material, websites, books, language centers, camps, addresses for embassies, the works! For that section alone, the purchase is worth it!
Whether your child is a wiggly one, or a "sit and do worksheets type," this guide is a must-have. I'm impressed, somehow, she covers it all!

English Language Learners in American Classrooms: 101 Questions, 101 Answers ReviewI am very grateful for this new book on the topic of English language learners (ELLs). As a veteran teacher of 34 years, having taught grades kinder through eighth, I know first hand about the opportunities and challenges in educating ELLs. Through the years, I have experienced what works and what does not, as hundreds of ELLs in my classroom have shown me. It is indeed affirming to find much of what I have learned from my students in this book.
In English Learners in the American Classroom, James Crawford and Stephen Krashen describe what works and what does not and give the reasons in a clear and concise manner. They pose the many frequently asked questions about instruction and assessment for ELLs and give precise answers with information, research, and history. This is very important for there is no other educational issue that creates more heated debate than the education of and program options for ELLs.
The education of English learners has been a concern since this country's inception in the 1700s. Because our society has always been a nation of immigrants, it is pluralistic with many other languages than English. However, those who attempt to perpetuate myths of the dangers of a pluralistic, multilingual society compound the challenge of the education of immigrant children with simplistic, expedient solutions. This issue is further complicated for teachers by questions regarding the educational goal for ELLs. Is the goal to focus on academic content or on English learning? Can it be both, academic content while learning English? In essence, most educators get entangled in these debates while desiring an unrealistic expedient process in the midst of ever more local, state, and federal mandates, and new curriculum and assessment programs.
In such an environment, Crawford and Kreshen's new book is a welcome assistance to teachers of ELLs. I can envision that it will give them clear answers to the how and why of effective instructional methods and assessment. Teachers will also feel empowered with answers ready at hand as they work towards providing the best education that ELLs can have.
I know that in my last years of teaching, as I prepare to retire, I will use this book as a guide for the continued improvement of my classroom practice and my advocacy for English language learners.English Language Learners in American Classrooms: 101 Questions, 101 Answers OverviewWith increasing numbers of ELLs posing unique challenges and opportunities for schools, the authors address educators' concerns in a concise and accessible way.
